Excel is the spreadsheet program that comes with Mircosoft Office. Microsoft Office 2007 - Home Edition can be purchased for under $150. Try PCConnection. Like all Excel spreadsheets, Submitter can be opened by other spreadsheet software, such as the FREE OpenOffice, among others.
